This guy use to sell a lot of Cessna 180/185's from his business at the Placerville airport.  Sounds like he is guilty as his attorney is already talking about making a plea deal.  Kind of ironic though a used car dealer getting hosed.

791 pounds empty weight and yes ballast was added to the tail.
