I think that radio's volume control affects
both the headset and speaker volumes. Do you
anticipate simultaneous use of both headphones
and speaker such that independent control of
each is necessary? If so, it could be that
setting the radio's volume for the desired headset
level will leave you short on speaker volume
so that even with the l-pad set for wide-open,
the speaker volume is found wanting.

Paul the Icom A210 may be different, but on my plane I just used a SPST switch to turn the speaker on/off. Then the volume controls the speaker and headphones if the speaker is selected on, of course I don't use both at the same time so this has worked great.
