Yes—the bill has been introduced!
It adds non-commercial aviation activities to the Recreational Use Statutes in Minnesota. The RUS is called the “good guy law”—basically, if you allow people to use your land WITHOUT CHARGE and don’t CREATE a problem (like digging a ditch across a runway) that you can’t be sued.

I just saw this morning that Utah House Bill 208 was signed into law on 3/15/12. This makes Utah lucky #13 to have aviation specifically included in the state recreational use statute. Now it's on to Minnesota !

My understanding of this bill is that it expands the definition of "recreational purpose" to include noncommercial aviation activities. This relates to civil liability - it basically includes noncommercial aviation activities into recreational land use immunities. So, if owners of land don't have to worry about being liable, they will be more likely to give permission to use their land.

This bill has yet to be heard in the House or Senate. But, should the issue of including noncommercial aviation activities as a "recreational purpose" for purposes of land use immunities come before me, please know that you have my support! "
