This occurred In 1972 the aircraft was a Cessna 310

In 1970 the first law was passed requiring ELT's in "MOST" (not all) aircraft.
The availability and reliability of ELT's was such that the mandatory date eventually was moved out to 1974.
Cessna did not offer an ELT retro fit kit until December of 1973.
Even as the 121.5 ELT's are being phased out there is a significant rate of failure to activate (I think 60%)
So Boggs wasn't required to have an ELT, if he wanted one there were probably none available, and even if he had one the probability that it would work or even activate , given the state of technology at the time, it probably would not have been of any help.
