Haven't the foggiest notion. I don't do reliability studies
for the purpose of assigning go/no-go decisions for risk.
My personal design philosophy has been to drive toward
failure tolerance . . . assume that ANYTHING can break
over the life-time of the airplane. Then design architectures
such that no single failure gets you into an unmanageable
condition. I would say that a starter in un-commanded
operation in flight could be difficult to manage so the
decision to minimize that risk has nothing to do with the
magnitude of risk.
