Yep..just like from one FSDO to another the regs are
interpreted in different ways. When I went to flight
school for the Army, I was told to get my FAA Helo
ratings while in Alabama, because the other FSDO's
didn't understand the military equivalency thing and I
could run into obstacles.
(By the way, my Commercial Helicopter with Instrument
rating cost me $60, and I got paid to get it!)

For better or worse, there are no consistent
application of any rules.
After your inspection and your paperwork is done,
there is nothing to
stop a ramp check from requiring you to change em.
If your not in
compliance, then your not.
And on the Vx Dy stuff I know nothing about, in the
end its how YOURS
performs, not the airframe. Mine does not perform to
Vans published
numbers... fortunately {smile}
