What prep or cleaning solvent could/should be used on the Vans primed QB parts before spraying the final coat? Does it need to be scuffed before painting?

You need to talk with your painter or paint manufacturer. It is likely that they want you to apply their recommended primer before their final coat. They will also tell you what to do as far as surface prep prior to applying their primer.
