Bob,
One last question. With a carbon fiber can the ground plane be on the
inside or should be on the outside.

I agree..
However, since the carbon fiber is somewhat conductive and therefore
shielding in nature, I might be concerned if the thickness of the surface
(including any foam/honeycomb core material) were significant.
Significant depends on what frequency the antenna operates at. The higher
the frequency, the more critical. If it's vhf it probably won't have any
major tuning effect. If transponder, I suspect a noticeably de-tuning
effect might be noticed. I would also guess that any de-tuning can be
addressed with a slightly longer radiator. You would need proper
equipment to check that out.
