Rotax 583 an old sled engine. Good power with a decent pipe but not with Skystar exhaust. Power band is over 6000 rpm to about 8000 or so ...... will scream. but not a good cruiser.
582 a more reliable engine as well.

There is a major problem with this kind of purchase. Since the project is 90% complete, there is no way you can meet the FAA requirement of building 51% for an experimental certificate, or an ESLA certificate. You would probably have to strip it down to the kit componets and rebuild the entire plane, probably not a whole lot of time to do the strip down, but you are not buying a plane with only 10% of work to get it flying.

This just came up on the EAA web site..As long as you can prove it was amateur built you can get it registered .But you most likely would not be able to get a repair mans certificate to do the annual.

Actually the requirement to register as "Experimental amateur built" is that 51% of the aircraft has been built by amateurs. An amateur is anyone...even a professional aircraft builder...that does not take pay to do the work. They have done the work for their own education and recreation only.
The buyer of a partially completed kit just needs to be sure and get documentation from the previous owner that the work done so far was by amateurs.

The final owner/builder will need to do some care documentation and display knowledge of the finished aircraft to qualify for the repairman's certificate. It can be done.

A Canadian can buy this airplane, finish it, register it, fly it, and do all the work/annuals on it. Now if I only had the money and it have a 912 in it.

This one should get a storm of responses. As I understand it, it doesn't matter who builds it so long as it is amateur built. There could be 5 people working on it together, but only one of them can apply for the airworthiness certificate or the repairman certificate. There are many kits out there that pass through several owners before completion. That doesn't preclude them from being registered experimental. Let the games begin!

About 3 years ago C a flying buddy of mine bought an unfinished Avid Flyer A model. It had been covered and painted to the silver UV coats. No engine or instruments C ect C ect. No problem getting it registered as an experimental built C even though most of the paperwork had been lost from the first owner. He almost didn't get the repairman's cert. yes and no for canuks.
You can register is a BULA - (basic ultralight ) and carry no passengers. AULA ( advanced Ultralight) require a letter of conformity from the manufacturer and that will likely be impossible to get .
or
register it a homebuilt but you might have to uncover if for the first inspection.
If buying US plane you are better to buy one with 100 TT min in the log book and do an import inspection.. Plus it will be cheaper in the long run . for 16k you can likely get a 582 IV already flying or for 23 to 28 k a 912 model IV already flying.

You are right about the controversy but this purchase should be no big deal. This is just an experimental amatuar built airplane. If your aim is to get the airplane then you should have no trouble in getting the airworthiness certificate. As mentioned ,projects often go thru many owners before completed and licensed. Annual condition checks would be signed off by an A&P (as mine is every year)
If, however, your aim is to get the repairmans certificate that might be another story depending on how much completion you did and what qualifies.

For importing into Canada Dave is correct. According to the Ministers Delegate Recreational Aviation (MDRA) It must have either 100 hr + AIR time (not just TT) or it goes back to the pre-cover inspection stage.

Dick,
If my own experience is any indication, neither certification nor obtaining a repairman's certificate should be a problem. I purchased my model 2 in much the same state of completion as this 4 and the FAA was quite happy to provide me with both. I will concede that the outcome may depend largely on the documentation that comes with the plane and the individual who does the inspection, however.
If I could afford a wife and 2 airplanes, I'd jump on this one.

You are right about the controversy but this purchase should be no big deal. This is just an experimental amatuar built airplane. If your aim is to get the airplane then you should have no trouble in getting the airworthiness certificate. As mentioned ,projects often go thru many owners before completed and licensed. Annual condition checks would be signed off by an A&P (as mine is every year)
If, however, your aim is to get the repairmans certificate that might be another story depending on how much completion you did and what qualifies.

Marco, The FAA issued my new KF registration with the original builders name as the builder. So, my airworthy cert shows him as the builder, even after I did a complete rebuild, hence the repairman's cert. request was denied. I would say that you can not depend on any logical rules interprutation by the FAA. Maybe the fact that I wanted the old N # assigned had some bearing. But, as far as I can tell the FAA, like organization rulings especially governmental, can dwell on one word of the rules out of context and arrive at a totally illogical conclusion. They ignored the 51% rule in my case. Just don't count on continuity of logic in FAA decisions.
