Yes but you need an external GPS ( GNS5870 or Bad Elf)to see your position
on the maps. I have the Bluetooth GNS5870 and it works great with the IPAD.

You need Internet to file a flight plan & an external gps for position, but if you download the charts & plates via wifi, they are available in the air.
I have the holux bt gps, but you have to be jailbroken to use it. It is cheap at only $35, and works extremely well. Much better than internal gps in iPhone, IMHO.

I have the same holux GPS on a jailbroken iPad...good way to go.
The GPS is set up to be plane-powered, so it's always ready
to go.
If you're thinking of jailbreaking your iphone/ipad, right now
is a good time to do it. You can upgrade the iOS to 4.2.1,
and use http://greenpois0n.com to jailbreak it in a couple
of minutes. Just remember not to upgrade to 4.3 that will
be coming out shortly, until the new jailbreak for 4.3 is
released...usually a day or two, but could be a couple weeks.
FYI: I dropped my AT&T iPhone (man is that a relief!), and
have a couple of Verizon iPhones now. The reception is
spectacular, and whereas I used to drop calls a few times
a day, I haven't dropped one yet since I got the new phone
the first day it shipped. I do use a rubber case on the
phone, and I understand that with either provider, reception
can be an issue with no case. The GPS on the Verizon
phone seems to lock a bit quicker than the AT&T phone did
too....which is good, because the ROQY-BT bluetooth stack
that lets me use the Holux GPS doesn't yet work with
the Verizon phone...I heard they used a different GPS
chipset in the Verizon phone...probably why it acts
differently. I'll check it out on my next trip in a month...
I've also upgraded to Foreflight HD Pro, so I can try the
georeferenced plates and taxi diagrams.

I use the Bad Elf too which has also worked flawlessly. But I am unsure of it's accuracy as ForeFlight always reports 10meter accuracy when using it instead of the 5 meter for the onboard GPS.
Anyone know how to verify the accuracy of bad elf on the iPad?

I recall that the Bad Elf is WAAS compliant.
The Bad Elf GPS is the only “Made for iPod” certified external GPS receiver powered by the 30-pin dock connector with WAAS support and true plug and play operation. Thousands of pilots, boaters, hikers, runners, and drivers are using it today with their iPad, iPod touch, and iPhone devices.
