Hello Henry,
I've tried to email you at henry.baker(at)nf.sympatico.ca but emails continue to be rejected.
Assuming you're measuring prop rpm, you need to make a radical adjustment to your governor mount if you're that short of max rpm. I've always only run 20 to 25 max rpm. I've never had my tires rotate on the rim. Feel feel to email me anytime ted(at)vafm.org

That was my tack reading, first thing I will check is my throttle to see if I have full deflection, then maybe prop, I do I know if I have full fine? What should static run up be ?after that I will check for restrictions. Any other Ideas?

Max rpm is 2,950 (engine) or 1941 (Prop). Idle should be about 800 engine or 530 prop. email me off line if you need copy of document on how to check/set prop angle (tedwaltman(at)gmail.com). I do static at 1950 engine or 1300 prop.
