I am plumbing the fuel system on my model 2 with 582. Is there any important reason why the primer line should tap off downstream of the console shutoff valve?

IMHO You want your main fuel shut-off valve to do just that. If primer line branches off upstream of shutoff there will be, in theory, a full time 'wet' line to your engine. Admittedly it's a small diameter line and has to pass thru the primer pump but if pump failed, fuel could possibly drain into carbs with no way of shutting it off.
